In 1850, the city of San Diego is incorporated, city and county officials are elected, take office, and deeds and ordinances flow out of the government as early development begins with an eye towards turning profit from construction in “New San Diego” and “Middletown” closer to the bay, away from the existing town, what we know of today as Old Town. Learn about how the powers of the city government were limited after various shenanigans and how the Legislature professionalized the county government with a Board of Supervisors that would levy taxes and hold numerous powers over the area.
